• Avenging Wrath (>= 3 Holy Power)
• Final Reckoning (>= 3 Holy Power)
• Templar's Verdict (5 Holy Power)
• Wake of Ashes (<= 2 Holy Power)
• Divine Toll (1 fillable Holy Power/enemy, no Greater Judgment debuff on priority target)
• Hammer of Wrath (<= 4 Holy Power)
• Templar Slash (before 4-second window expires)
• Blade of Justice (<= 3 Holy Power)
• Judgment (<= 3 Holy Power, no Greater Judgment debuff on target)
• Templar's Verdict (4 Holy Power)
• Templar Strikes or Templar Slash
• Judgment

AoE Rotation

• Avenging Wrath (>= 3 Holy Power)
• Final Reckoning (>= 3 Holy Power)
• Divine Storm (5 Holy Power)
